What is the best (archival) way to attatch a small collectible card to a mat board? I want it to float inside an outer mat so that all its adges will show.

How about a clear film overlay? Use clear polyester film (Mylar-D or Melinex 516), lay it on top of the card, and attach it to a 4-ply alpha cellulose backing board by good-quality double-sided tape.
The tape is important. Do not use ATG or other carrier-less tapes. I suggest using a very thin-ribbon polyester tape with acrylic adhesive on both sides.
Be sure to apply the tape within 1/4" of the card''s edges, but no closer than 1/8". Cut your window mat to cover the tape strips and show the card''s edges. Another alternative would be to hinge the card to a slightly-undersized alpha cellulose backer using Japanese paper hinges and starch paste, then float-mount that assembly onto a decorative background. However, this technique requires the application of paste to the card -- less invasive than any other adhesive, but in direct contact nonetheless.
