I would probably use a good quality, water-borne contact adhesive, such as Lascaux 360. Let it rest until tacky before adhering the two layers, then dry overnight under weight.
I would specifically avoid heat-activated adhesives, as fluted polypropylene sheeting is very heat sensitive. Also, extreme pressure, such as in a vacuum press, can crush the flutes and reduce rigidity of the sheet.
